The article is contradictory:
Yorkshire Ripper Peter Sutcliffe is making a legal bid for freedom by claiming his human rights have been breached.
and
(Lawyer Saimo Chahal) aims to get Sutcliffe back into the prison system and has requested a reassessment of his psychiatric condition
So which is it?

I presume it to mean freedom from the asylum, not freedom from prison. There's nothing that requires he be released from the institution, ever, and those years don't diminish the prison sentence.
