So I'm thinking to myself today, "Self, I thought I had a copy of Photoshop. I wonder if I will be able to find it?" So I go lookin' around and lo-and-behold I find Photoshop 4.0 LE. Now what I'm wondering is this, is this a current enough version to bother with? I was lurking around on Worth and did the pumpkin carving tutorial on a pic of my son and it turned out just like the sample (it was a proud moment for me.) If this is a decent version where can I get started on some beginner tutorials? I think I may try entering some contests at Worth but not going to if it would be like bringing a pea shooter to a bazooka fight.

Really Photoshop 4.0 has all the basics that you will need and you should be fine.
Yes, I would expect that version 4 has most of what you will need. If not, try GIMP for a free image editing program that is amazingly capable.
Really as long as it has layers, you are pretty much good to go.
And Jerry is wrong to some degree. It isn't always about talent. Oftentimes it is a matter of creativity.
Look at Worth, some of the highest ranking images are ones with Amazing talent. Really superb jaw-dropping abilities. Others, however, were done with just average ability, but were fantastic ideas.
Finding the perfect source image also has a lot to do with the final outcome

OK. I'm still learning to chop photos. I have downloaded Photoshop Elements and Corel Paintshop Pro (full trial versions) and not sure which I like better. So far Corel has been way more intuitive, but I have the nagging feeling that it may not have all the goodies as photoshop. Anyway, I'm thinking of getting a tablet. Any recommendations? How does this one look?

I have only limited experience. Ideally, you want one that's: a) big enough that you aren't really effected by size constraints when trying to use it (i.e. pad too small) b) sensitivity of stylus c) priced reasonably.
