Think of a person in your real-life social group that only talks about him/herself 24/7 and is not interested in any of your stories.

However a member who has proven themselves can be allowed the occasional sharing of some non-commercial work.

That is why you must be level 10 to post a news story. Since forums are more relaxed you only have to be level 5 which will still prevent people who aren't trying to be a community member from posting.

It was decided by the community that
In order to post to the Plimates section of the news you must be level 10

To post a thread in the forum you must be level 5.
To comment on the news or forum you can be level 1.

This was done so only members that have gained rank by participating as a community member get the privilege of self-linking.
