Now before people start going nuts, let me explain.
My favorite female superhero is, and always has been Storm from the X-men. I love everything about her character, and I would love to make a costume for myself for next Halloween... The only problem is I am whiter than a ghost.
Would it be ok, or even acceptable to get a fake 'tan' or even use darker foundation to make my skin a tad darker, or is that still offensive? Should I just go as normal pale me, or just forgo the costume in general?
You're not talking about "black face".. you're talking about makeup.
Really, I think about black face as someone with burnt cork on their face. not a darkening of skin tone to resemble a fictional character. C'mon.. look at the movies.

I don't see why not. Just buy a dark concealer and dab it on with those spongy triangle thingies. dramatic eyeshadow and eyeliner, along with dark lipstick will also help. :)
Yeah, what Kakana and Chez said... I mean, it's just part of the character, right? I'd get some dark foundation, ideally from a theatric supply shop, and apply that, then use a dark powder over top. Ideally you'd cover any exposed skin as well as a centimetre or two of buffer area past that.
As long as you don't do what is normally known as blackface (such as this)
and try to accurately depict what a black person really looks like, I see no problem with it.....but I am white so I may not be the best person to ask.
It's halloween go for it.. any black person I know would juSt think the costume is hot b/c I'm guessing storm is gonna be wearing some type of skirt and tights or something(maybe) so I say go for it just dont overdue it.. and Just dont dress up as a ghost:
