Interesting they don't cite the source of their numbers. Developing countries are more likely to use Internet cafes where total numbers can't be tracked. Case in point: The Philippines (where I live) probably has no more than 5 percent home Internet penetration, but more than 50 percent of the population does what they need to do at Internet cafes. The Internet cafes are packed every day.

They don't cite their source because they pull the numbers out of their ass. It sounds like code for

tax the EvilRich countries to help the poor countries and to enrich those who oversee the fund.

The whole concept is asinine.

I also wonder how their perspective (numbers) will change with the onset of the $100 computer initiative for third world countries:



On a related note... they're talking a lot about cutting access costs but they aren't saying a thing about who will pay for the net infrastructure upgrades that will be necessary to support all those added users.
