The conclusion in the article seems spot on to me. If the local government sells a house that used to be a meth lab, they have the responsibility to let prospective buyers know about this or to clean it up themselves.

At the very least, the city is responsible for the hospital bills.

One might argue that the family mentioned could file a criminal complaint against the city. After all, city officials knew it used to be a meth lab, they know meth labs use all kinds of chemicals that aren't exactly healthy and they willingly sold it without mentioning that little detail.
