There is room for a lot of debate as to who is more responsible for tyranny/corruption/bad-faith govt, what have you.....

Is it the actual official (i.e. Bush, Botha, Pinochet) or the pundits/academics that build the justificatory and rhetorical scaffolds (Novak, Kristol, Beck(lol)).

Chomsky, i think, would lean a little toward the latter. I might, too, but with a strong and not-so-subtle nod to bankers/financiers.
