They may be off the endangered list, but what measures are taken to KEEP them off the list ?

They've been working to take them off the list in that area for at least a couple years now. I lived in Wyoming in '04-'05 and they were talking about it then.
It's great that the population is finally stable (or stabilizing...), I just hope they stay that way.
