This doesn't make them some sort of perverts. This shouldn't cause them to be charged with any sort of crime, especially not to be labeled sex criminals.

The kid is not harmed morally, mentally or otherwise.

America is really really warped when it comes to anything to do with sex, or even just breasts.

Heck many cultures don't view breasts as the end-all-be-all of sexual funtoys. The kids there manage to grow up and be normal. Seein breasts will not hurt you in any way.

Oh yes, the child saw their buttocks too since they were wearing thongs. Again big deal. Swimsuits are often thongs and show no less.

And of course, once again they were turned in by the photo lab. What a f'ing arsehole. These are the same idiots who turn in parents for taking pictures of their children bathing.

If they see something obviously wrong, then fine turn them in. Turning in ones that just might be wrong is crazy.
A) it is foolish and puritanical.
B) You are opening yourself up to lawsuits if the picture is found harmless
C) You are likely to get your ass kicked every other day for the next year. I know I would be having a chat with the jerk.

I saw my mother breast-feeding my brothers when I was younger. It's a little weird to take pictures like that with a kid in the room, but I think the kid will be fine.
