It should be interesting to see what comes from this. The Japanese government has very reluctantly acknowledged any atrocities against the Chinese people in WWII.

I'm not sure what good a public apology would do at this point, or if it is even relevant in this day and age. There's no way of even telling if the woman (girl) was shot intentionally so many years later.
