You have these "exclusive clubs" where they inject micro chips into the arms of their customers (probably so they are able to pay when they're too drunk to remember where they put their wallet), so this doesn't surprise me.
Question is, how will the ER personnel know there is something to be scanned in this guys arm when he is brought in?
The problem with these is that they are hackable. If you have a transmitter reciever in your arm with data on it someone could either read or change that data without your knowledge. All they would need to do is get close enough to you like on a bus or when your handcuffing them.
