This bill is unconstitutional on so many levels.
Especially this part :
4.) The measure contains a severability clause, which states that if any portion of the proposed law is found to be unconstitutional, such a ruling would not invalidate the other sections.
Bills aren't even allowed to have such text, because "partial" laws are not allowed.

The bill is unconstitutional on 1st an 8th amendment issues.
