1. That doesn't look or sound like an electric fence and the goat doesn't get a shock when his chin touches it - so it's probably not an electric fence.
2. If it is an electric fence the goat obviously likes it or it wouldn't keep doing it, so it's not "stupid", general rule of thumb is that people that use words like stupid usually are.
EDIT: Just noticed at 0:15 you can see a finger at the bottom of the screen, so that pretty much confirms it's not an electric fence it's just someone teasing it.

1. The electric fences I know don't have a constant voltage running through them. It pulses every second or two. Also, it's the wires that are electrified, not the cross-post.
2. Goats are dumb.
EDIT: The person isn't touching the wire with his finger, he's touching the cross-post. He's a jerk.
It doesn't even look that much as if the goat is licking the wires of the fence. I would suggest someone is on the other side coaxing it, with a carrot or a piece of goat pron or something, and fixing the video to make it seem more amusing than it actually is.
Bring back the baby eating a lemon, much more entertaining.

2. That is one of the funniest things I've ever seen. Not because it's sick or cruel, but because that goat is me. I am one of those people who does something that hurts, and goes, "s**t, that really hurts. Look at this. Look how much it hurts when I do this. Ouch. Yup, still hurts. Maybe if I do it fifteen more times..."
As the human version of that goat, I speak for both of us when I say: Not cruel. Funny.
