Yes. he said this himself years ago. He also said people should not be afraid to use something that touched them. Not paying attention to legal stuff is very dylan indeed. Not that he is an illegal type guy, he just has his own way of seeing things. A very compassionate and honest way of seeing things.

It's a common practice, especially in folk music
to "steal" lyrics. It's not frowned upon.
Even in rock music there are examples. Pink Floyd
used lyrics from Noel Gay and Ralph Butler in their
song "Breathe", starting with 'run rabbit run. dig
that hole, forget the sun...'
