This will have one of two effects:

1) depressed person focuses on "holy crap this shower is cold" and forgets about problems

2) depressed person realises that now that he/she has the cold water running, he/she can slit their wrists and the water will help to numb the pain.

In all seriousness, this could have merit. Being a chronically depressed person, I know that when I've taken cold showers in the past (being female, that's usually in the summer heat to get the scum off my skin), it perks me up more than just getting cooled down.

In ye olde fashioned nuthouses, one treatment for patients was forced ice baths, so maybe this claim isn't as new as it seems.
