If a "friend" gave her the candy, shouldn't that person also be suspended? If she didn't eat it, how do they know it had alcohol in it?

Another student apparently saw the girl get the candy and told school officials.
I'm guessing the student that reported her knew about the candy. There are no secrets when something like that is going on. She probably wanted the candy for herself and when she didn't get it, she told on the one that did. Kids can be so vindictive.

That's rather amusing. I also find it amusing that while purchase and possession of liquor in general is prohibited to minors, purchase and consumption of chocolates filled with hard liquor is perfectly legal. Small as individual chocolates may be, spirits contain such concentrations of alcohol as can have appreciable effects when the candies are ingested in greater than average yet readily available and easily consumable quantities. There are no legal limits as to the amount that can be purchased and eaten.

You know how they make "near-beer" that anyone can buy at any store, regardless of age? They also make "near" wine-coolers. My dad used to buy them for me and I brought it to school with lunch when I was eleven, someone saw it, reported it to the vice principal and principal, there was an investigation and despite mine and my parents' explanations and protests, the officials at the divisional school board decided that they had to follow "protocol" (which was a rule that forbade liquor in schools), and I was suspended for either two or three days, I can't remember exactly. It happened to include the last days before xmas break and since my dad was laughing at their reaction and I was of course in no trouble at all with him, he told me on the way home after picking me up "haha, look, you get an extended break!"

My dad called the police and spoke with city officials at a higher board of education to ask about policy and as it turned out, they weren't allowed to suspend me. The school board refused to remove it from records, however. I did gloat about having an extra couple days off school, and at least I never experienced problems associated with having that on my record. Nevertheless, it was not permitted, did not change anything except for lowering the respect I had for school officials (now extended to government officials and people in general). I continued to bring the drink to school in used pop bottles instead, much to the approval of my parents.

EDIT: After reading the story, I notice that the girl happened to be suspended several days before the break as well. I wonder what it is about the season that causes officials of education to feel the desire to expel young females on grounds of substance-abuse related charges of dubious legitimacy.
