They went around shooting abandoned dogs during the after math of Katrina, and despite eye witness accounts, and an admission of guilt, there will be not prosecution.

Dunno, but is musn't count if they are not using it. I know if you confess under certain circumstances it doesn't count.. but I don't know what those circumstances are.
