I know that the different spelling of Whisky vs. Whiskie denotes the region it comes from. Maye the Japanese can call their stuff 'Scootch'Whiskey denotes that the stuff is from Ireland.

Otherwise it is whisky where-ever it is from. If it's from Scotland it is called Scotch Whisky.

Other than that there are no restrictions on naming.

However, I am wondering if the Japanese makers wouldn't run into a similar problem that the Champagne makers in America did by calling their stuff champagne even if it wasn't made in the champagne region of France, forcing the Americans to call their stuff "sparkling wine".
