Any word as to why they have been here since 1992 and they have not made citizenship?

This is probably going to come out horribly but I don't know that there is an excuse for that.

It is great that he is doing well in school. I am happy for him that he has been accepted into a school for medicine......

Why have they not, after 16 years, become citizens?

They have been applying for refugee status, and apparently you can't apply for citizenship at the same time.

I see nothing in the requirements that prohibits you from applying for citizenship.

I don't know them all, but in my little research, I have seen nothing to that affect.
