Those people's job sucks so hard. They stand around all day in hot, bad-smelling costumes (Disney has had legal trouble because of their refusal to clean them). They can barely see, little kids are probably always running into them, and the older ones probably give them a lot of crap, thinking "haha - he can't do anything back to me."

In this case, the guy in the costume says he was provoked, but I haven't read exactly what he says happened.
