Speaking from experience, kids LOVE playing in dog crates/kennels, with or without the dog. I had to put a child-proof latch thing on ours to keep the kids out.

While I agree that many of those parents are idiots, I don't really have a problem with the ones that have their kids on leashes. My son would run off constantly if we didn't use one.
And some of those Halloween costumes were cute.
