Perhaps the hazing was just your normal hazing typical of such groups. However most feel that the reason the hazing went way way over the line was because of what one of the victims did behind closed doors. The Navy forcing out a non-com officer sends a message that they won't look the other way (at least not when the media picks up the case?)

I would hope that he not get any sort of retirement pay but at the very least it shouldn't be as a cpo

The article was confusing - what exactly happened? I got that a man quit after being outed, and another woman killed herself but I don't get why she did? She wasn't in charge during the hazing, right?

Navy's actually pretty good about this compared to the other branches of the military.

Among other things,
Sailors told an investigator
of being force-fed dog treats, hog-tied to chairs, instructed to act like dogs, and ordered to simulate homosexual oral sex in training videos.
Also initially the blame was placed more on one of Toussaint's subordinates who:

The other sailor implicated in the inquiry - Petty Officer 1st Class Jennifer Valdivia, who took over for Toussaint - killed herself in Bahrain shortly after learning she would be implicated in the hazing.
Toussaint had a long history of abuse and harassment that finally caught up with him even if he probably won't get anywhere close to what he deserves.
