I don't think we should be allowed to buy water without going to the counter...I mean really, people who make bombs need water to survive, so if we could just ask everyone when they buy water if they planned on making a bomb or committing any crimes really, and they have to tell us cause they are coming to the counter to buy the water.

It is a matter of dilution levels.
Hydrogen peroxide as used for wound cleaning, and a slew of other uses is about a 3% solution.
The peroxide used in hair dye can be as low as 3% but most is much higher in percentage.
The 3% can be used in a pinch but you need more of it and you have to work harder at increasing the potency

Schumer's staff said the Senator was not calling for a ban on over the counter sales of hair dye and other commercial products containing peroxide, but was suggesting a national program to follow the lead of New York city, where police have an extensive outreach program to educate pool supply, hardware stores and other outlets to be on the lookout for suspicious purchases.
So in other words... We're still allowed to do everything we always have done, but if someone wants to buy 40 gallons of Hydrogen peroxide from the local pool supply store, they'll need to show I.D.
You know, I think i'm ok with that. Just as I'm ok with the idea that if I want to buy Sudafed-D I need to show I.D. but if I want to buy 10 boxes of it, I'll need to show my I.D. and the police will most likely investigate.
Just like if I want to buy a rifle, all I do it show my I.D. and maybe wait a few days. If I want to buy 20 rifles and 200 bullets, the government is going to check on why.
There is really no rights being violated here.

This isn't the fix, take this away and then what next? Our dry ice? Our toilet cleaners? Might as well just start putting everything on a list to be checked at the register and locking it up, except for safety scissors, butter knives, and water....Oh wait! I'm sure someone could find a way to hurt someone else with all these if they really wanted to. Something somewhere can and will always be able to be used destructively by someone.
