Hoping to encourage more games for the PlayStation 3, Sony has cut in half the price of a software development kit for the struggling console.

I bet if they lowered the price of the system by a significan margin many more games would be created than lowering the price for developers.
The developers don't care what the cost to develop the game is so much as the expected return.
If it cost $1 but you couldn't sell any who cares how little it cost.
It doesn't matter if it cost $1 million dollars to develop if sell millions of copies
Okay both examples are greatly exagerated, but you get the point. Create a demand for the games by selling the system and game developers will come flocking to it.
