More proof we need them. At first, the idea of a parenting license sounds like a nice idea, but after thinking about it for a bit, the idea scares me.
If a person or group of people, be it the government or a knitting group, gets in an authoritative position as to where they could legally deny parenthood to others, then that person or group has the potential to deny parenthood to people of ethnic origins of which they detest or those of religions whose views differ from their own. In this situation, there is the potential to erase entire groups of people from our planet. And then, if a person deemed unfit by the authoritative group does have a child, what happens to the child? Is the child taken from its birth parents and put into the foster care system and put on an endless list to be adopted? Maybe eventually they would go as far as to kill the "illegal" child, claiming that if the parents weren't fit to have children, then their child must have the same traits and thus would be bad for society.

They weren't actually having her smoke a cigarette. It was a joke. It was for a video. Nothing happened, it was all "movie magic" make-believe.
Look at all the stuff older children do in movies/television shows. Those aren't real either. You might see some kid doing drugs, getting drunk, getting raped, or whatever. None of it is real. When some movie director has his 12-year old actress curse, drink, and con people, he isn't considered to be contributing to the delinquency of a minor.
If you take a picture of your 2-year old standing on the driver's car seat holding onto the steering wheel, you wouldn't be guilty of letting a minor drive.
Contributing to the delinquency of a minor? No, she wasn't. The baby wasn't really smoking.
Having the baby speak profanity? So what, there is no law against saying 's**t'.
No one was harmed, no one was hurt in any way.

Wow. I'm really glad no one found the pic of my step kids dangling from the cliff by a tree root... I might have gone to jail -- and they were in absolutely no danger. It was as 2many said - magic. :)

I do dumb stuff all the time, thankfully its rare that actual harm comes of it. Now I'm not so sure that that is good enough. We're arresting people for the harm that might have been? Like..:
"If you had allowed the kid to inhale from a lit cig there would have been harm!"
"But the point was not to actually allow that to happen you see, it was pretend."
"Oh well that doesn't matter, we're arresting you for what might have been"
