The Amish families live a very simple lifestyle with no electricity or cars and said it is against their religion to make the upgrades. They also said they don't mean to bother anyone in the area and are just trying to live the way their forefathers did.
How could putting a bucket under an outhouse threaten their simple lifestyle?

Someone needs to go medieval on their hinies.

Not only should they be jailed, but the government needs to make whatever corrections are needed so that the Amish don't risk the lives and health of their neighbors and then add additional fines, confiscating their property if need be to force them to be paid.

If that isn't an option, then the neighbors should be able to sue the Amish and again, force them to obey health laws or face confiscation of their property.

Live in a country, abide by it's rules.

I have issues with the Amish. Their horses and buggies tear up the public roads but they don't pay taxes to fix them. My uncle is in charge of road care in his county. They ask him to postpone fixing them until the next season while the local farmers (who DO pay taxes) ask him to do it sooner because the torn up roads are bad on their farm equipment.

Live in a country, abide by it's rules or accept the consequences.
