It will never happen. He knows it would never be voted in. His statement is just rhetoric and completely transparent. The military itself doesn't want a draft. The American people don't want a draft. It is just scaremongering.
There is no need of one, there are plenty of people who want to join. The military would rather have the guy out there watching his buddy back be a volunteer, not a draftee who resents being there.
The draft would also bring in only those who couldn't get deferments for one reason or another.
Ignore this drivel that the "fine congress from the wonderful state of New York is spouting"
