19-year-old college student was struck by a powerful burst of water that threw her into the air. The intense water pressure tore her vagina and damaged her intestines w/ photos. Ummm, ouch.

She is suing them? She's lucky they don't sue her for a frivolous lawsuit.
A. You are not supposed to be in the fountain in the first place.
B. Did the water go through her clothes? Was she wearing jeans? Was she wearing a dress? Was she not wearing anything at all? Perhaps she thought it might be like a shower wand.
C. Standing directly over the spot where the fountain shoots out is unwise. One should take self-responsibility for one's own foolish actions.

Judging from the photo the fountain wasn't in a restricted area. It actually looks like its an area people are meant to walk around on and get wet in.

I'm with you on this, and the story said she was enjoying the light bursts of water from the other fountains with her friends. Seems more like a malfunction with the machinery, and not her

See this fountain in my home town of Boise.
Just because the area is not barricaded and surrounded by barbed wire fence with patrolling armed guards doesn't mean that you can freely walk about it.
Perhaps it does, Perhaps it doesn't.
Still for the water to shoot that high in the air, it is very very strong. Fountains have different strength jets. Some shoot the water a short way, some shoot the water quite high.
Any 1/2 way intelligent sober person would not sit/stand directly over it.
Especially if they were either not wearing pants or wearing a dress.

My kids and I play in a big public fountain/play area downtown and I've seen many kids stand over the spray when it comes out, or even lie (lay?) their bodies directly on top of the spray. I'm pretty sure she was expecting the water to go flying out the front of her skirt, not trying to get money from the city.

There are quite a few different numbers thrown around for the GDP per capita income. For the city Ningbo it is about $8000 which is higher than much of the country. So this means she is suing for more than 3 years of income.
Still much lower than the millions that someone in the US would sue for, but not a trivial amount of money either.

Three surgeries would probably cost you more than a years worth of your salery I would imagine although I have to admit I do not have the numbers right in front of me.All I know is healthcare can be VERY expensive.
