State's Governor Jon Corzine and Health Commissioner Fred Jacobs tell feds the 'keep in in your pants' method doesn't work.
I don't know why the image of elmo came up when I typed in 'sex', but I just had to use it.

This good to hear.
I am okay with Bush, but his administration's abstinence-only plan is incredibly naive.
"Just Say No" didn't work for drugs and it certainly not going to work with sex.
