U.S. waived congressional restriction on Egypt aid

Congress had withheld the sum until the administration certified Egypt had done enough to protect the independence of the judiciary, curb police abuses and put a stop to arms smuggling from Egypt to Gaza.

So protecting the independence of the judiciary, curbing police abuses and putting a stop to arms smuggling from Egypt to Gaza are not in the interests of US national security?

US: We'll give you $100 million dollars if you play nice.
Egypt: No.
US: Ok, just take the money.
