It should be interesting to see how the election turns out if he runs. His moderate views should sway a lot of people on the fence, but the last thing the republican base wants is another "compasionate conservative".
I have a theory that the winning candidate is the guy with the most "neighbor appeal" - that is, the one you would most like to be your next door neighbor. Guiliani has tons of that.
