Hasn't been since the 1940's or something.  He's long ago renounced that and plays nice with everyone, unless they are trying to keep a federal project out of WV.<br/><br/>Bobby Byrd *is* the Second Coming in WV.  Just about every other building in the state has his name on it somewhere.  He's the king of pork - when Bobby Byrd retires or kicks it, the state will come to a grinding halt.  We have noticably better highways than most of our neighboring states because they get friggin' redone every year, just about.  Even though they are virtually empty.
