CANBERRA - Prime Minister Kevin Rudd, who told a pregnant rival that her baby could be born a demon was ordered to seek anger counseling on Wednesday after a string of allegations about her caustic behavior.

I think you misread the article. Kevin Rudd isn't getting the anger managment, he ordered Belinda Neal to recieve it.
The article is really poorly written though. It took me a few read-throughs to actually figure out.

And I'm guessing it won't work at all.
