Don't bash the AF, as this happens in ALL branches and you're lying to yourself if you say otherwise. <br/><br/>Here's the thing...Budgets are assigned based on what you spent last year.  So, if you spend half a million dollars one year, and the next year, your unit only spend $400,000, the following year your budget WILL be cut, even if there's a documented need for legitimate reasons to have a half million.<br/><br/>So, rather than have that happen, there's a lot of pressure to spend the full budget.  And that means that as the end of the fiscal year approaches, units start looking for ways to use up anything that's left.
