According to the article:
There are about 146,000 U.S. troops in Iraq.
14,000 would be 10%. 7,000 is 5%. In november he will be withdrawing 1000. (1% would be 1400.)
HEADING: Bush to withdraw less than 1% of troops! More to return.. after Christmas.. if the next President chooses.

We want him to withdraw, this isn't a withdrawl. If someone says "Yeah, we're going to pull out troops" you go "Hooray! How many?" "3." That's not 'pulling out troops' that's not even a drop in the bucket.
Second, if someone says they're "pulling out troops" and you say "When?" "2 years from now." "But.. you won't be president in two years..?" That means he's committing people to withdraw that somebody else will have the power to withdraw, or to keep there. He's making the next president's decisions for them.
This is a classic case of 'too little too late' and Bush is not going to use political tactics to make us think that he's doing the right thing. He's not withdrawing, he's just telling the public that he's pulling out some troops so that we'll think he's better than he is. A quick look at the math shows that he's doing VERY little.

You may just as well look at the first planeload out and say that it's less than 1/10th %. Or look at the first guy up the ramp to the first plane, and say it's less than 1/1000th %? Oh,oh,oh, or say that first guy up the ramp to the first plane turns around because he forgot his iPod, you could say we're reinvading. And if the stewardess goes with him to retrieve the iPod......
I think the important point is that things are much better in Iraq and we can start withdrawing troops without too much fear of the country imploding.

I actually really doubt that this was really Bushes decision. I don't think he really does anything other than what his aides and advisers tell him to do.
