and im guessing that if its coming from the sidewalk the dogs are getting shocked because of bare feet. you should be safe as long as you dont hop around without shoes.... or your in a down pour or something.

I agree, an explanation is needed. It's not like electricity falls off a power line and lays in a puddle on the ground.
