I think that is incredibly stupid, and probably a money scheme. Snakes are amazing, you'd be surprised at how able they are to creep in and out of places. I agree with the animal control officer that it's just an escaped pet looking for refuge.

If it was me I'd just be happy it wasn't venomous, maybe keep the snake and ask around.
