Linda Sims told the paper that her daughter was claustrophobic, and that she questions why she was not called when her daughter first became trapped in the elevator.

Perhaps because she was 34 years old, not 14
Perhaps because their first goal was to get her and the attendants out of the elevator instead of calling the 34 year old's mommy (unless mom is an elevator repair person).
It wasn't like any reasonable person would have suspected there was an immediate emergency. She did have medical personnel,equipment, and supplies with her. A few hours, heck a few days should have been possible without any tragic incidents.
Calling the mother immediately, postponing the attempted restarting of the elevator or otherwise gaining access to the car would not have changed a thing.

"Sims and several attendants became stranded between floors around 3 a.m. when the elevator's brake control board malfunctioned" I was trying to avoid the jokes about her weight versus the brake pads failing.. lol

The elevator inspectors can wave their paper around all they want. My friend got $5M after an elevator broke and she plummeted 42 stories, severely injured when the emergency brake finally stopped the car.
Turns out the maintenance men were only filling out the papers, not doing the work. A $1 part failed after slipshod illegal quickie repairs were done to keep the cars running, but not running safely....

"the 34-year-old woman was in stable condition when she reached the ICU at about 6 a.m."
First she was in ER, then in ICU. Healthy people don't usually end up there. The cause of death could have nothing to do with being stuck in the elevator. Sometimes people in ICU die without ever having been stuck in an elevator.
