Two white lionesses gave birth simultaneously to seven fluffy, white cubs at the Schloss-Holte Stukenbrock Zoo in Germany. More photos here.

rare? yes, in nature it is rare since the gene that causes the coloration is recessive.
However in zoos, preserves, etc it can be as common as they want. All it takes is inbreeding of inbreeding - damn the risk to the health of the lion. What is all important is the color that will generate income.
Not a practice to be admired.
