Instead of rubbing the gel into their hands, prisoners had been wrapping their lips around the dispenser outlets and consuming it only hours after the dispensers were installed.
A nearby hospital had recently removed the same gel after vagrants wandered in and began drinking it.
The rumors have come true.

At the hospital in Liverpool where Claire works they have had tramps coming in and drinking the hand gel for years.

Plus I think the alcohol that is in it isn't the good kind. Kinda like the alcohol in antifreeze will get you drunk right up to the point where you go Blind.
