This doesn't surprise me at all. I've worked at a few Girl Scout camps doing maintenance, mowing grass, etc. They've all been pretty large tracts of land with fairly small activity areas carved out.
The caretakers of these came usually don't go out poking around in the woods looking for pot, they have too many other things to do.
