At a quick glance, methinks it's either a desalination or sewage treatment plant.

The lack of rivers near Paita makes me think it's desalination, though.

I realize that. I'm at work now and I don't have time to find another, but I think that the article I linked to only discusses a possible desalination plant and not an actual one.

Holy crap... you're not going to believe this, but I think what you're seeing there is part of the fishing port just to the north of it.

I was googling stuff and it MIGHT be a blood water processing plant. When they process the fish, they used to just dump the bloody water back into the ocean but now they process it to get back some of the organic matter for fertilizer, etc and not to disrupt the ecosystem of the ocean around the port.

I'll keep digging...

Edit: Okay, I could probably sit here for hours reading this stuff. The best I could tell that's a water treatment plant which treats water from everywhere in the area, not just the fishery. But the fishery probably accounts for the reddish color in some of the reservoirs.
