Bush has given more aid than any other US president
When President Bush came to power in 2001, the US spent $1.4bn a year on humanitarian and development aid in Africa. By 2006, the figure had quadrupled to $5.6bn a year. And it is likely to get bigger. The centrepiece of Mr Bush's aid to Africa is the President's Emergency Plan for AIDS Relief (Pepfar), a five-year, $15bn Aids prevention and treatment program. Every outgoing president tries to create their legacy.

Unfortunately, I think Bush's legacy is already written and throwing money at Africa-while a good thing to do-is too little too late for his history.

This isn't a new program.

Despite rows over the programme's emphasis on abstinence and faithfulness to one partner rather than condoms to control Aids, it has helped to fund anti-retroviral (ARV) drugs for 1.3 million people across the continent. Before, the US funded ARV treatment for just 50,000 people.
I remembered that this was one of his "faith-based" programs. Instead of giving people condoms you tell them to change how they live and get with the Jesus program and forget all about whatever religion it is that they are presently practicing. The big issue with this is that when you use extortion of life saving drugs to "convert" people they will naturally have some resentment. Some people will avoid these centers because they don't want to have to convert religions. I am involved in a NPO that has sent a lot of medicine and people to Africa to deal with all kinds of issues, not just AIDS. I have heard these complaints from African people. This is not my speculation.

Abstinence is not a plan. Human beings have sex, we are made for it and driven by hormones to engage in sex. Give people condoms.

I liked those stats on the ARV drugs. Hopefully the US can hold out on bombing any more of the pharmaceutical manufacturing plants (by Clinton in 1998) in Africa or threatening trade embargos when they do make generic medicines (Clinton again) and let Africa start to take care of itself.
