This is a case of blackmail pure and simple. The city 'Settled' not because the officer did the wrong thing, but because it was going to be cheaper to settle than to fight a longer protracted legal battle on principal.

I hope the payment schedule is ridiculous in the extreme. "Ok, you get 500,000... $2 a day. And you'll owe us postage on the check."

He was shot in the course of committing a CRIME. Doesn't anybody else see that? He put himself at risk by breaking into the home of a police officer. Then his family thinks it's the officers fault that he was shot in the course of doing it?

Guy 1 get shot, guy two jumps into the car and starts rummaging around.. Who knows if he's going for a gun or not, he's certainly not putting his hadns up and surrendering! The FBI and city police said that the officer did nothing wrong. Where exactly is the issue people?!

AAARGH.
