The US is becoming a police state.

The organizations were monitoring the situation, awaiting a chance to get to the seal when other members of its colony were far enough away to avoid being scared off from the habitat
I realize I'm not a "trained professional" but the other seals don't appear to be too traumatized by the rescue.

I know that, as a professional, there are times when you need to err on the side of caution. Then there are those other times when you just need to GET OFF YOUR ASS AND DO SOMETHING!

I blame the media for this. If there was a plan in progress already to rescue the seal it should have been made known to everyone so nobody would take matters into their own hands. These guys, while well-intentioned, could have caused issues with the other seals and may have put themselves in harms way. Human contact may have endangered the baby seals survival. I don't think they should be prosecuted, although they should be told to let the experts handle things next time.

The problem is that a Seal Watch volunteer is shown in one of the videos saying specifically that "there is no plan to rescue the pup."

At that point, I probably would have grabbed my scissors too.

I wouldn't consider a volunteer as a credible source. If the official spokesperson said such a thing, I might believe it. The volunteer corps for these organizations are low man on the totem pole. They are not the decision makers.

For once someone tries to do the right thing, and now they may be charged. ???

Obviously the federal agency was just having meetings about having a meeting to work with SeaWorld to have a meeting about rescuing the Seal and not actually getting off their *sses to do anything. Obvious since two inexperienced civilians went in and cut the net off.

I see it as the federal agency trying to cover their *ss for doing nothing.
