They're called pavements. And in the UK it's perfectly legal to park on them. Provided you're not blocking the pavement, it often makes more sense than blocking the road.

Just moving to Britain should be enough, but you'll still find the parallel parking useful. Parking on the pavement just shifts things over by a few feet.
